Abstract:

The Pangtoupao and Yueliangpao flood storage and detention areas are important components of the flood control system of Songhua River Basin, which have been basically completed and have the conditions for use. Considering that the flood diversion project in Pangtoupao flood storage and detention area has changed compared with the planning, and there are some unreasonable problems in the design flood of Harbin station in the planning stage, floods from upstream of Harbin are repartitioned. Based on the control of Harbin Station, the design flood process line was deduced. The flood regulation model and flood routing model of the flood storage and detention areas were constructed. Under the condition of the 200-return-year and 300-return-year floods in Harbin, the flood diversion and storage capacity of the flood storage and detention areas were analyzed. The results show that the flood storage capacity of the two newly built flood storage and detention areas meet the planning standard, and the flood control standard of Harbin can be improved from 100 year recurrence period to 200 year recurrence period; When the 300-return-year flood occurs in Harbin, the flood storage and detention areas can still play an important role in peak cutting. Only when the flood in Harbin is dominated in Nen River, the flood control standard of Harbin can be raised to 300-return-year flood the flood storage and detention area by regulation of two flood storage and detention areas.
