The paper introduces the theory of improved interpretative structural modeling and analyzes the structuralstratum of factors that affect water resource system.It is explained rationally that the water resource system stabilizationis affected by the subsystems of society,economyand environment together.The degree of economic development would restrict the improvement of environment and society,and the water environmental health would affecteconomyand life quality at the same time.The goal is supplying some proof to water resource programmingto attain the sustainable development of water resource,and offering direction and sustainment in theory for the actions of water resource sustainable development.
